Amp and Subwoofer help?

I have a Rockford Fosgate Prime 1000 and 2 JL Audio 12w3v3-4 wired at 2 ohms and when the bass starts getting really loud the subs cut off but the amp doesn't go into protect mode. I was told before could be to much gain so i turned it to 7/11 and the subs still cut off when there is a lot of bass. whats the problem?
