Does the government owe me money?

i was in the foster care system for a short period when i was just a toddler (like5 or 6) and my mother died when i was six, from aids from doing heroin. my uncle took guardianship over me and then i was put in a group home at 13. my father died last year, 2010. my question is can i go to social security and tell them this and find out that money is owed to me from the government for the fact that i had no parents growing up?
