Are young male nurses aloud to change dipares and clothe the older women in nursing homes?

my boyfriends mother is in state guardianship in a nursing home and recently two young male nurses have started taking care of clients. My boyfriends mother does not fell comfortable with these men changing her and says that she wont let them but the other female nurses say they have to. Is it really legal for these young male nurses to change these women when there are plenty of female nurses that can change them., I feel personally that the male nurses when it comes to changing there diapers should change only the men in the nursing home and the female nurses change only the women???. Any one now anything on this subject and give me information on it.
