Temporary worker laws in TN?

My fiance has worked for a company through a temp service for over nine months and they said they were gonna hire him on. They made him get a physical and a drug test and then said they weren't gonna hire him. Now The supervisors who said "we cant hire you cause it's not up to us it's up to the people above us" promised a different guy the next temp job to come open even though my fiance has been there longer. Is there nothing in place to protect him? Nothing we can do?
