17 Year old in Texas?

I have everything in writing....A 17 year's mother asked if her daughter could come live with me. She said that she supports her decision to move out. We are now needing to move out of town, Can her mom keep her from moving with us? Her mom will not sign over Legal Guardianship to me, but I take care of her and support her financially, emotionally, physically & mentally.
